PROBLEM TO BE SOLVED: To provide a safer and more comfortable sheet heater surely detecting a failure state of an apparatus, and also, prevent an unprepared troubleshooting while in use. SOLUTION: By doing a troubleshooting only by a predetermined operation (a plurality of operations, combined operations, or the like) of an operation means 17 such as a SW only at the time of detecting a failure by a failure detecting means 13, unprepared troubleshootings can be prevented while in use. And also, by finishing a troubleshooting after a predetermined period of time from the start of the troubleshooting, even after the troubleshooting is carried out, a normal action can be provided without switching off a power supply.
