An adaptive coding modulation system for an effective signal transmission/reception in a satellite communication system, and a method thereof are provided to maintain synchronization and perform efficient transmission by having a physical layer frame of a predetermined length irrespective of a modulation scheme. An adaptive coding modulation system for an effective signal transmission/reception in a satellite communication system includes a mode adaptive unit(101), a stream adaptive unit(102), a turbo coding unit(103), a mapping unit(104), a physical layer framing unit(105), and a modulation unit(106). The mode adaptive unit receives an input stream, and performs input stream synchronization, a null-packet removal, and a coding for error detection. The stream adaptive unit performs a padding and base-band scramble and forms a base-band frame. The turbo coding unit forms a forward error correction frame by applying a turbo coding to the base-band frame. The mapping unit determines a bit mapping based on a state of a transmission channel. The physical layer framing unit forms a physical layer frame by inserting a header and a pilot symbol into the forward error correction frame. The modulation unit performs a modulation for the physical layer frame to transmit the physical layer frame.
