An apparatus and a method for processing a protocol of an SDR based communication system are provided to perform transmission and reception processing for data to be transmitted by using a transmitting protocol embodied with an FPGA and to perform communication resource control for transmission and reception for the data by using a signal protocol embodied with the FPGA and a DSP. An apparatus for processing a protocol of an SDR based communication system comprises a transmitting protocol and a signal protocol. The transmitting protocol performs a transmitting function and a receiving function. In the transmitting function, a SDU(Service Data Unit) for data to be transmitted is created and buffered in an SDU transmission buffer(302a). Transmission of an address and a route for a transmitter and a receiver is performed in a transmission processing unit(302b) and a PDU(Packet Data Unit) is created and buffered in a PDU transmission buffer(302c). In the receiving function, the packet data unit is received and buffered in a PDU reception unit(304a). Reception of the address and the route for the transmitter and the receiver is performed in a reception processing unit(304b), and a service data unit corresponding to the address and the route is provided. The signal protocol creates entities for each communication resource for the transmission and the reception of the data, selectively performs connection and peer control between an upper protocol and a lower protocol according to a protocol form, and performs communication resource control transferring a primitive corresponding to the data to the upper protocol or the lower protocol by performing encoding and decoding for the data.
