PROBLEM TO BE SOLVED: To provide a technology for managing securities so that a mortgage value of securities can be kept.

SOLUTION: Securities capable of being provided as mortgage and information specifying the quantity of these securities are stored in the borrower information storage area 121 of a storage part 120, and a securities selection part 132 selects securities to be mortgaged, from securities which are stored in the borrower information storage area 121 and can be provided as a mortgage, untill a value of selected securities reaches the amount of money corresponding to the mortgage.
