PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating device, in which a waterproof sheet can be surely fixed to a fixing member. SOLUTION: This electromagnetic induction heating device 1 is used in a state where it is placed on the fixing member 54 having a thermoplastic layer having thermoplasticity laminated on the upper surface of a conductive layer having conductivity through a waterproof sheet 52 composed of a thermoplastic material to thermally fuse the waterproof sheet 52 to the thermoplastic layer of the fixing member 54 by generating a magnetic flux M to generate eddy current in the conductive layer of the fixing member 54 and thereby heating the conductive layer. The device comprises a pressing surface 15 to be pressed to the fixing member 54 through the waterproof sheet 52, a volute coil 22 disposed on a plane parallel to or substantially parallel to the pressed surface 15, and a current supplying part 34 for supplying AC to the coil 22, and a soft magnetic body 28 is disposed in a core part 23 of the volute coil 22.
