An apparatus and a method for controlling a backlight and an LCD(Liquid Crystal Display) are provided to reduce power consumption and expand the dynamic range of display brightness. A backlight(12) has a lighting area including a plurality of blocks. Backlight brightness of the plurality of blocks is respectively changeable. An apparatus for controlling the backlight includes a controller(13). The controller calculates backlight brightness of each block such that the absolute value of a difference between 1 and a backlight lighting ratio corresponding to the ratio of backlight setting values of neighboring blocks is smaller than a first value and controls the backlight to produce the calculated backlight brightness of each block.
