PROBLEM TO BE SOLVED: To provide a fixing device or the like which reduces image defects occurring due to the transfer of lubricant to the outer surface side of a fixing member. SOLUTION: The fixing device 60 is provided with: a fixing roll 611; a fixing belt 610 stretched on the fixing roll 611; a pressure roll 62 pressing the fixing roll 611; a pressing pad 64 which presses the outer surface of the fixing belt 610 against the pressure roll 62 and is supplied with slide oil to the slide surface thereof with respect to the fixing belt 610, in the vicinity of the downstream side of a press-contact portion N between the fixing roll 611 and the pressure roll 62; a cleaning roll 613a arranged in contact with the outer surface of the fixing belt 610; and a cleaning web 613b arranged in contact with the cleaning roll 613a. The fixing device 60 is characterized in that the width of the cleaning web 613b is larger than or equal to that of the cleaning roll 613a, and the width of the cleaning roll 613a is larger than that of the fixing belt 610.
