PROBLEM TO BE SOLVED: To offer a short message retransmission system and a short message retransmission method which can prevent a short message retransmission instruction from being transmitted doubly. SOLUTION: A short message (afterward, SM) to be distributed to one of destination addresses of users who have a plurality of destination addresses, is stored in a MPS (Message Processing System) 1. A destination address of SM to which distribution has failed (for example, to a number of 090, or to a number of 060), is held in an SCP (Service Control Point) 5.
