PROBLEM TO BE SOLVED: To provide a vehicle heater capable of saving power by preventing restart of an engine and shortening warming-up time of the engine and rise time for heating while ensuring satisfactory heating capacity in the inside of a vehicle. SOLUTION: A power supply 86 for domestic use is connected with an inverter 46 during parking of the vehicle to charge a battery 44. An ECU 64 carries current into a block heater 80 provided in the engine 42 while the battery is charged by the power supply for domestic use to heat engine cooling liquid. Consequently, when the power supply for domestic use is removed and the vehicle starts its running, heat is stored in large quantities in the engine, warming-up time of the engine and rise time for heating the inside of the vehicle are shortened, and cooling water is heated by using the block heater during vehicle running to prevent reduction of temperature of the cooling water while the vehicle stops and prevent restart of the engine caused by the reduction of temperature of the cooling water.
