PROBLEM TO BE SOLVED: To enable a person in charge to know physical conditions of a driver at an operation center by obtaining change of air blown from the driver of a traveling vehicle to a microphone in radio communication. SOLUTION: Voice is received in a voice input part, in the microphone and signals in a sensor part are amplified in a voice detection and amplification part, a sensor detection amplification part in a radio transmitter/receiver, converted into data and transmitted from an antenna installed in the vehicle in a voice/data transmitter/receiver. In addition, each piece of exhalation data is recorded in the radio transmitter/receiver or an external sensor data logging part and each piece of exhalation data is recorded in a detachable recording medium, for example, a card, a memory stick, and the data can be taken out at the operation center after the driver returns to the center.
