PROBLEM TO BE SOLVED: To provide a travelling environment estimating device estimating a congestion state, etc., without relying on information from the outside. SOLUTION: The travelling environment estimating device ECU 1 includes: an eye direction detecting part 11; a target detecting part 12; and a congestion state estimating part 13. The eye direction detecting part 11 detects the eye direction of a driver, on the basis of an image to be output from a driver imaging camera 2. The target detecting part 12 detects the number of targets around an own vehicle, on the basis of reflection wave information to be output from a millimeter-wave radar sensor 3. The congestion state estimating part 13 estimates the congestion degree around the own vehicle, on the basis of the matching degree between the eye direction of the driver and the positions of the targets.
