PROBLEM TO BE SOLVED: To provide a method of forming a carbon nanotube film having a film thickness required to be used as a semiconductor material and the carbon nanotube film. SOLUTION: The method of manufacturing the carbon nanotube film surface-modified with a carboxyl group- or amino group-containing polymer is carried out by dipping an electrode into a water dispersion of the carbon nanotube surface-modified with the carboxyl group- or amino group-containing polymer and applying voltage to the electrode.
