PROBLEM TO BE SOLVED: To provide a device for processing an image or the like selecting a compression ratio ensuring readability by simple processing. SOLUTION: A system 1 for processing the image contains a binary coding section 40 coding multi-valued image data into binary data and a reference region generating section 21 setting reference regions on the basis of the circumscribed rectangle of a connective pixel component considered as the constitution of characters to the binary coded image data and generating region image data. The system further contains a decompression section 29 compressing and decompressing multi-valued region image data in each reference region by any of a plurality of predetermined compression ratios and generating decompressed image data and a variation counting section 31 computing the variations of the image before and after compression and decompression in the reference regions by using the region image data and decompressed image data. The system further contains an out-of-permission component selecting section 32 selecting an out-of-permission component, in which the variation is larger from a tolerance as compared with the number of pixels of the reference regions, and a compression-ratio selecting section 34 selecting any compression ratio by using the out-of-permission component and region image data.
