PROBLEM TO BE SOLVED: To suppress increase in a controlling time duration of a frequency channel, along with increase in the number of cells, when a frequency channel assigned to cells such as pico cells is controlled dynamically. SOLUTION: A station in charge 10 acquires cell overlap information indicative of an overlap relation of cells formed by a wireless base station 2 under and a wireless base station 2 not under a central control station 1 respectively, and selects a target wireless base station 2 for fixing a frequency channel from a combination of wireless base stations 2 under different central control station 1 where cells thereof overlap based on the cell overlap information. Then, it assigns a frequency channel to be used to the selected wireless base station 2. The central control station 1 assigns a frequency channel to each of subordinate wireless base stations 2 so as to avoid or alleviate interference by frequency channels which may be produced among cells of each wireless base station 2, while observing the frequency channel of a specific wireless base station 2 determined by the station in charge 10.
