PROBLEM TO BE SOLVED: To provide a floating and moving device capable of maintaining an attack angle to a desired value without complicating a control. SOLUTION: When a twisting angle around a front edge part of a blade part becomes a specified value, dynamic interaction in which potential energy becomes a minimum value is generated in upper rotor 122 and lower rotor 132. Concretely, a spherical body or a truncated conical body 1421 performs a reciprocating motion to draw a circular arc locus in a held state by the upper rotor 122 and the lower rotor 132, and fits into both of a first upper rotor groove 1221 and second lower rotor groove 1322 when the twisting angle becomes the specified value.
