A device and a method for inputting Hangul as Chinese phonetic characters are provided to enable a user to input Chinese consonants and vowels easily by inputting the most suitable Hangul characters with a Hangul keyboard. An input unit(10) inputs Hangul consonants and vowels. A converter(20) combines the Hangul consonants/vowels according to input order and converts the combined Hangul consonants/vowels into a Chinese transcription signal. The converter converts the combined Hangul consonant/vowels into a serial transcription mode vertically combining the inputted consonants/vowels or a parallel transcription signal horizontally combining the inputted consonants/vowels according to a division signal between the consonants and the vowels when a plurality of consonants or vowels are continuously inputted. A transcription storing part(40) stores the Chinese transcription signal combining the consonants/vowels in a completed form. The converter searches the completed form of the Chinese transcription signal corresponding to the signal received from the input part from the transcription storing part and outputs the searched complete form of the Chinese transcription signal to a display unit(30). A control unit(50) controls the inside of a Hangul input device(100b).
