PROBLEM TO BE SOLVED: To estimate members of a family who possibly request to receive a video stream from past viewing tendencies and current activity states of individuals of the family, and to perform video quality control adapted to the viewing tendencies of the members of the family.

SOLUTION: A program output system has a server device which stores viewing tendency information including program attributes of a program that a viewer viewed and a viewing attitude of the viewer, determines a video quality of a program as a target of an accepted viewing request according to quality restriction information by using viewing tendency information corresponding to the program that one user requests to view and viewing tendency information corresponding to one or more view-request predicted programs that other users possibly view, and transmits a request to distribute the program including program identification information and determined quality information to a program distributing server device. Under restrictions of qualities of video within a certain range as to a plurality of programs to be distributed, the program output system can adjust video qualities of a plurality of programs to be respectively distributed to a plurality of viewers and distribute the plurality of programs.
