PROBLEM TO BE SOLVED: To provide a base station where a parameter for wireless communication such as a scrambling code to be set in its own station is prevented from overlapping a parameter set in a peripheral base station and a more optimal parameter can be determined, and to provide a communication method. SOLUTION: The base station comprises a wireless signal transmitting section for transmitting a predetermined wireless signal generated by using a preset temporary parameter for wireless communication toward a mobile station, a first information acquisition section for acquiring a first parameter from a first peripheral base station executing wireless communications with a mobile station which received the predetermined wireless signal, a second information acquisition section for acquiring a second parameter based on a wireless communication signal toward a mobile station received from a second peripheral base station, a third information acquisition section for acquiring a third parameter from a third peripheral base station connected through a wired line, and a section for determining a lasting parameter for wireless communication to be used in its own station in place of the temporary parameter based on a plurality of first through third parameters thus acquired.
