A flow information restricting apparatus for restricting the number of transmissions of flow information with the measurement information on the entire traffic held. The flow information restricting apparatus comprises a flow generating function section for setting a set of packets having the same attribute as the same communication flow and generating flow information for each flow from the header information of the packets, a management buffer for temporarily storing the generated flow information, a flow information amount restricting function section for reading the flow information from the management buffer to output it, and a flow information transmitting section for packetizing the outputted flow information to transmit it on to a measuring network. If the number of flows stored in the management buffer exceeds a preset upper limit, the flow information amount restricting function section integrates part of the stored flow information.
