The device has a laminar substrate carrier (13) for releasing water to a vegetation substrate, where the substrate carrier is supplied with the water over a capillary irrigation structure (14). The substrate carrier and the irrigation structure are combined to a uniformly manageable irrigation mat (12). The irrigation mat is formed with a filter function above the vegetation substrate, and consists of weather-proof material. The carrier consists of a textile material.
