<P>PROBLEM TO BE SOLVED: To provide an apparatus and device for dispensing a predetermined amount of liquid from a container. <P>SOLUTION: In one embodiment, an apparatus 200 has a base part 230 to be inserted in an opening of the container, the base part having a well 232, and a hollow spout part 250. The well has a base part into which at least a part of the well extends so that it is located in a body when the base part is inserted in the opening of the container.
