PROBLEM TO BE SOLVED: To provide a foundation-pile vibration-damping device suitable for a building (building A) using a foundation pile, and a civil engineering structure. SOLUTION: This vibration-damping device is characterized as follows: mainly the building (building A) using the foundation pile and the foundation batholith of the civil engineering structure, and a pile head for supporting them are separated from one another; a metallic plate, which can slide by a rolling load during earthquakes, a metallic plate, which is subjected to surface treatment and coating, or the like is mounted on a portion where a lower portion of a foundation B and a bearing slab are brought into contact with each other; when the metallic plates and the like slide by undergoing a seismic load, friction resistance of them damps the horizontally-acting seismic load; the pile head bites into the foundation batholith up to a depth of the order of 10 cm so that the bearing slab can be prevented from protruding because the foundation provided at the end of the bearing slab is excessively displaced, and so that resistance can be exerted on a fall extraction load caused by a seismic horizontal load; a gap with a width of the order of 2 cm is formed between the foundation B and the pile head D; and a rubber, a viscosity-resistant and low-repulsion synthetic resin, or the like for damping a shock is mounted in the gap, so that seismic energy can be absorbed.
