PROBLEM TO BE SOLVED: To provide accurate information with consideration given to usual behavior patterns of each individual user.

SOLUTION: A behavior history information collection part 160 successively collects actual behavior histories of respective members as behavior history information each showing a specific behavior pattern and stores them in a storage part 120 as behavior histories in the past. A required information providing part 130 extracts provision information satisfying a request from a number of pieces of provision information stored in a storage part 110 in response to the request from a specific member to provide it to a portable terminal device 10 of the member via the Internet. An expected behavior prediction part 150 predicts expected behavior, which is action expected to be done after action relating to the provision information, by referring to the behavior history information inside the storage part 120 when the provision information is provided to the member. An additional information providing part 140 extracts provision information associated with the expected behavior from the storage part 110 to provide it to the portable terminal device 10 of the member.
