PROBLEM TO BE SOLVED: To provide a headlight swivel controller capable of properly controlling luminous intensity distribution even when two curve roads whose curvature directions are opposed to each other are close to each other. SOLUTION: When it is judged that a vehicle 7 is in a swivel condition, an actual swivel angleαis controlled to a target swivel angleα<SB>0</SB>. However, when a curvature direction of a road at a point to be reached after 3 seconds is opposed to a curvature direction of a road now traveling, and a road curvature of the point to be reached is not more than a predetermined value (step S80, judgment is YES), only the swivel angleαof one headlight 2 is controlled to the target swivel angleα<SB>0</SB>, and the swivel angleαof the other headlight 2 is not changed (step S90). The headlight 2 on the side where the swivel angleαis not changed illuminates a direction nearer a second curve road than the headlight 2 on the side where the angle is controlled to the target swivel angleα<SB>0</SB>. Accordingly, when there is the second curve road, insufficient luminous intensity distribution on the curve road is restrained, so as to control the luminous intensity distribution more properly.
