PROBLEM TO BE SOLVED: To provide an image forming apparatus of a hopping development system, capable of suppressing development density irregularities due to a change in the amount of toner carried on a toner carrying roller 19K. SOLUTION: The image forming apparatus of the hopping development system has the toner carrying roller 19K provided with a plurality of electrodes placed side by side in a predetermined direction and a toner supply roll 15K supplying toner to the rotating surface of the toner carrying roller 19K, and is constituted so that the toner carried on the surface of the toner carrying roller 19K is stuck to a latent image on a photoreceptive belt 2, while hopping the toner by an electric field formed by applying a voltage to these plurality of electrodes, in a development position where the toner roller 19K faces the photoreceptive belt 2, wherein there is provided with a recovery blade 27K for recovering the toner passing through the development position and then, hopping in an area before entering a toner supply position by the toner supply roll 15K, in all areas in the rotational direction of the surface of the toner carrying roller 19K.
