PROBLEM TO BE SOLVED: To provide an apparatus for producing a high-pressure hydrogen with excellent electrolysis efficiency, by preventing separation between a solid electrolyte membrane of a high polymer and a cathode side power feeder. SOLUTION: This hydrogen-producing apparatus is provided with the solid electrolyte membrane 2 of the high polymer, the power feeders 3 and 4, separators 5 and 6, and fluid passages 7 and 8. The hydrogen-producing apparatus generates high-pressure hydrogen gas in the fluid passage 7 by electrolyzing water supplied to the fluid passage 8. The hydrogen-producing apparatus comprises: a piston 13 for pressing the separator 5 against the power feeder 3 and the solid electrolyte membrane 2 of the high polymer; a cylinder 15; a connection passage 16 for introducing a part of the generated high-pressure hydrogen gas into the cylinder 15; and an elastic body 17 which is installed in the cylinder 15 and pushes the piston 13 toward the solid electrolyte membrane 2 of the high polymer. The hydrogen-producing apparatus controls a pressure exerted on the part of the cathode side power feeder 3 contacting with the solid electrolyte membrane 2 of the high polymer by the piston 13 to 3 to 10 MPa, by adjusting a pressure-receiving area of the piston 13 from the high-pressure hydrogen gas in the cylinder 15, an area of the face of the separator 5 contacting with the solid electrolyte membrane 2 of the high polymer, and the stress of the elastic body 17.
