PROBLEM TO BE SOLVED: To provide a construction method/tensioning system device, capable of safely performing block stacking work/PC steel product tensioning work in a tower-shaped PC structure constructed by stacking precast blocks in multistages and binding them with a vertical PC steel product. SOLUTION: A ventilation tower or the like is constructed without a conventional external scaffold by stacking a ring block 2 with a field-assembled internal scaffold 4, setting a hydraulic jack 13 using the internal scaffold 4, and performing vertical tensioning with the PC steel product 3 for each ring, thereby rigidly connecting and integrating the blocks by reinforcements and PC steel products. A temporary tensioning system device 10 constituted by suspending the hydraulic jack 13/a hydraulic device 14 from a gate-shaped support frame 11 is lifted up and set on the top block or preliminarily set on the block on the ground, and the vertical tensioning is performed while covering with a curing sheet 15.
