A speed regulator is provided to regulate the moving speed of an overturning gate moved in the flow direction by deadweight and water pressure or the descending speed of a roller gate descent in the downward direction by deadweight selectively by regulating the backward rotating speed of a braking shaft connected with a power transmission shaft of a water gate winch with hydraulic pressure of oil using a gear pump. A speed regulator(100) for supplying braking force to a braking shaft with hydraulic pressure if an overturning gate moves in the flow direction with deadweight and water pressure, and regulating the hydraulic pressure selectively to regulate the braking force supplied to the braking shaft freely contains a gear pump connected with a braking shaft(23) and provided with a housing having a housing space and a cover sealing up the housing space of the housing, and a valve unit provided with a valve body connected with first and second outlets of the gear pump to form a flow passage of oil flowing in and out the housing space of the housing through the first or second outlets and provided with an oil chamber connected with the first outlet of the gear pump, and a first oil passage and a second oil passage connected with the second outlet of the gear pump, a ball member installed to the first oil passage to open and to close a flow passage connected with the oil chamber selectively and an elastic member installed to have elastic force against the ball member, and a hydraulic pressure control member installed to control the quantity of oil flew in the oil chamber via a gap between the ball member and the elastic member selectively. |
