PROBLEM TO BE SOLVED: To improve image quality of an image processed by unit of a predetermined processing block.

SOLUTION: Pixels including a plurality of pixels near a boundary arranged in a line including pixels adjacent to the boundary between a noticing block to be noticed and the adjacent block of decoded image data obtained by MPEG decoding are selected as class taps and class sorting based on position information which is class sorting using at least position information representing a position of a specific variation pixel with predetermined variation in the pixel value, such as the pixel in which variation in the pixel value is the maximum among the plurality of pixels near the boundary as the class taps is performed. The present invention is applicable to a case of converting, for example, the decoded image data obtained by the MPEG decoding into image data with high definition image data obtained by eliminating block distortion, etc.
