PROBLEM TO BE SOLVED: To provide an electrophotographic apparatus and a process cartridge in which an electrophotographic photoreceptor has superior cleanability, avoids changes in the charging characteristics due to repeated use and long-term storage, and provides stable proper images. SOLUTION: The electrophotographic apparatus has the electrophotographic photoreceptor 1, a charging means 2, an exposure means 3, a developing means 4, a transfer means 5 and a cleaning means 7, wherein the cleaning means 7 is a cleaning roll obtained by coating an outer periphery of a core material with urethane foam resin having a density range of 30-90 kg/m<SP>3</SP>and 40-100 cells per 25 mm. The process cartridge is freely detachable from a main unit of the electrophotographic apparatus and has the electrophotographic photoreceptor and the cleaning means. COPYRIGHT: (C)2008,JPO&INPIT
