PROBLEM TO BE SOLVED: To provide a pest-controlling agent composition having excellent pest-controlling activities and having no problem in safety, and to provide a pest-controlling method. SOLUTION: The pest-controlling agent composition contains a cyclic amine compound represented by formula (1) (wherein, X is an oxygen atom or the like; R<SP>1</SP><SB>a</SB>and R<SP>2</SP><SB>a</SB>, R<SP>1</SP><SB>a</SB>and R<SP>4</SP><SB>a</SB>, R<SP>2</SP><SB>a</SB>and R<SP>3</SP><SB>a</SB>, or R<SP>3</SP><SB>a</SB>and R<SP>4</SP><SB>a</SB>form a saturated ring together with each other; R<SP>1</SP><SB>a</SB>, R<SP>1</SP><SB>b</SB>, R<SP>2</SP><SB>a</SB>, R<SP>2</SP><SB>b</SB>, R<SP>3</SP><SB>a</SB>, R<SP>3</SP><SB>b</SB>, R<SP>4</SP><SB>a</SB>, R<SP>4</SP><SB>b</SB>and R<SP>5</SP>forming no saturated ring are each a hydrogen atom or the like; and Cy<SP>1</SP>and Cy<SP>2</SP>are each an aromatic ring which may have a substituent) or the like, and a neonicotinoid-based compound.
