PROBLEM TO BE SOLVED: To avoid, in an information recording apparatus such as an optical disk, an unrecordable state before the apparatus is ready for recording after turning on the apparatus, and to avoid a loss of recording opportunities in recording an imaging signal. SOLUTION: A system controller 22 turned on by a switch 6, activates a power supply circuit 26 and starts a drive controller 12 and a memory controller 21. When a disk is not swapped during power-off using a sub-battery 30, the system controller 22 issues to the drive controller 12 a request for high-speed activation based on information stored in an EEPROM 13 and drives control sections 5, 11, 15 and 17 of drives sequentially. By this means, a startup time is fixed, so that the memory controller 21 receives a request to start recording from the system controller 22 before the drive controller 12 reports that activation is completed.
