The regulator (1) has a regulating valve (2) comprising a throttle (3) and a valve cone (4) movable based on a volume flow. A membrane drive (6) has a hydraulic control line for operating a membrane and the cone, where the flow is influenced based on the position of the throttle and the cone. A warning or signaling unit (13) is provided for warning or signaling of a critical stroke position of the cone. The cone is opened by the unit, such that a strong decrease of the flow takes places when a hydraulic resistance in a heating, ventilation and air-conditioning system is increased.
