The SIM card (10) for users of a telecommunications network (2) contains at least one counter (1002), which is incremented when a resource (A--F) not responsible for the traffic process is used in the SIM card. An amount to be billed to the user is determined from the counter value. A billing record with the amount to be billed is prepared and transmitted to a billing center (42) in said telecommunications network (2). The billed-for resource may be a software or hardware resource. The fee may be a license, traffic, or service fee. Moreover, the usage of a sing le resource may cause more than one counter to increment, for example a first counter for the license fees, a second counter for the traffic fees, and a third counter for the service fees.
