A rubber roller manufacturing apparatus and a developing roller are provided to prevent eccentric loads from being applied to a mold during clamping, prevent the mold from being inclined and manufacture a rubber roller having superior run out precision. A rubber roller manufacturing apparatus manufactures a rubber roller by injecting rubber material into a mold main body through one dowel and hardening the rubber material. The apparatus has a clamping device for fastening the dowels(1,3) with the mold main body when the rubber material is injected. The clamping device comprises a clamping end member(6b) contacted with the dowel, and a sliding unit for sliding on a cylindrical center axis of the mold main body so as for the clamping end member to be contacted with the dowel. The sliding unit comprises a clamping angle adjusting tool(5) for adjusting an angle of the clamping end member, and a clamping location adjusting tool(9) for adjusting a location of the clamping end member in a direction vertical to the cylindrical center axis of the mold main body.
