PROBLEM TO BE SOLVED: To perform estimation of the amount of shift with integer pixel accuracy using a plurality of reference frames at high speed in encoding processing for a high-frame-rate video signal.

SOLUTION: When motion compensation using the plurality of reference frames is used for moving image encoding attended by inter-frame prediction, the amount of time shift minimizing a cost function which uses the amount of the time shift needed for certain space shift as a weight value and which comprises the weighted sum of a space luminance gradient between pixels at a distance of the space shift in a frame to be processed and a time luminance gradient between adjacent frames is found (S101, S111), and a frame corresponding to the found amount of the time shift and a plurality frames before and after it are used as reference frames to perform motion estimation (S112, S113).
