A device and a method for pre-fetching a webpage are provided to pre-fetch the preferred webpage by using link level information representing preference for links, which are included in the webpage, of client devices. A user input part(120) receives a user input signal for requesting a webpage. A controller(110) including a web browser(115) receives a first webpage provided from a first web server(200) based on the user input signal requesting the first webpage, and receives a second webpage by previously requesting the second web page to a second web server(300) providing the second webpage. The second web server is determined based on link level information representing preference for links, which are included in the webpage, of client devices. A storing part(130) stores the received second webpage. The controller provides the second webpage stored in the storing part when the user input signal requesting the second webpage is received. The link level information is generated by the first web server based on a link frequency of the client devices, which requests the other webpage by clicking the link included in the first webpage.
