<P>PROBLEM TO BE SOLVED: To provide a use reservation system for excluding any illegal act performed by a third person, and for enabling a legal person to safely perform an act such as the withdrawal of a deposit. <P>SOLUTION: A user reservation system 1 is provided with an IC card 10, a portable telephone set 20, a communication network 30, and a banking system 40 or the like. A user operates a mobile phone 20, and makes a reservation for withdrawal to the banking system 40 by using a use reservation application stored in the IC card 10. The banking system 40 transmits confirmation information for the reservation to the mobile phone set 20, and the IC card 10 stores the confirmation information.
