PROBLEM TO BE SOLVED: To enable uniform caulking fixing without back-lash in caulking and fixing a case to a plate. SOLUTION: A flange 15d extending in the outer diameter direction is formed at an opening end of a cylindrical cover 15, a plurality of projection pieces 15e are formed circumferentially from the outer rim section of the flange 15d, each projection piece 15e is made to penetrate a mounting hole 17b for caulking of a base plate 17, and caulking and fixing is performed using a caulking tool 22 butted on a penetration end 15f and a receiving tool 23 for caulking butted on the flange 15d.
