A screw cap capable of securing a necessary tightening torque (plug opening torque) even in a container having an inner plug with a small diameter tip and a safety cap with child resistance effect which cannot be opened merely by rotating operation. The safety cap (20) comprises a screw type inner cap (21) and an outer cap (22) rotatably installed axially movably in a limited range while covering the inner cap (21) and formed to be rotated integrally with the inner cap (21) by a push-down rotation and to be loosely rotated by only rotation. The inner plug (6) is projected from a disk part (7) abutting on the tip of a container mouth part (2) to form an inner plug part (8). A small diameter part (21c) allowed to abut on the disk part (7) and restricting an interference is formed on the inside of the intermediate part of the inner cap (21). Since the small diameter part (21c) of the inner cap (21) abuts on the disk part (7) of the inner plug (6), the interference is restricted to prevent overtightening, and even if the inner cap comprises the small diameter inner plug part (8), the necessary tightening torque (plug opening torque) can be secured, and the child resistance effect can be developed by securing a loosely rotating state.
