<P>PROBLEM TO BE SOLVED: To perform frequency synchronization also to a client signal having low precision in a frequency in transmission using an OTU frame, and to perform storage or multiplexing for transmission without any bit slip. <P>SOLUTION: When frequency deviation, which exceeds the amount of frequency deviation that can be absorbed by an NJO byte, is to be absorbed, data, which correspond to frequency deviation exceeding the absorption tolerance of the NJO byte, are stored at an FS byte defined in an OTU frame. Or, the FS byte is used instead of the NJO byte.
