PROBLEM TO BE SOLVED: To provide a resin solution for giving an excellent moisture-proof property, a bending property, an oil-resistance property or the like on a surface of an article, and to provide an article having a resin layer formed from the resin solution. SOLUTION: The resin solution contains at least one kind of the norbornene based ring-opening polymer hydride obtained by hydrogenating 80% or more of a carbon-carbon double bond of a ring-opening polymer obtained by ring-opening-polymerizing 2-norbornene or a monomer mixture comprising 2-norbornene and a substituent-containing norbornene based monomer, having an existence ratio of a repeating unit (A) derived from 2-norbornene of 90-100 wt.% and an existence ratio of a repeating unit (B) derived from a substituent-containing norbornene based monomer of 0-10 wt.%, and having a melting point in a range of 110-145°C, and an organic solvent.
