PROBLEM TO BE SOLVED: To provide a flat heater capable of facilitating piping inside a narrow cargo and an oil tank, being easily installed and manufactured, reducing manufacturing cost and achieving intended heat transfer efficiency. SOLUTION: The vertical type flat heater is provided with a doughnut type lower chamber, a doughnut type upper chamber, a plurality of heater pipes communicating the lower chamber with the upper chamber, a steam outflow port communicated with the lower chamber and a steam inflow port formed by making at least one or more of the heater pipes penetrate through the lower chamber and extend to outside of the lower chamber and directly transferring external steam to the upper chamber. After uniformly distributed in the upper chamber, the steam flowing into the steam inflow port is uniformly transferred from the upper chamber to the lower chamber via the plurality of heater pipes, and the steam collected in the lower chamber is discharged to outside via the steam outflow port.
