To dispense with an operation of selecting a measuring mode and enabling to measure with high accuracy a number of steps in walking and in running. A detecting signal in correspondence with walking or running outputted from a sensor is inputted to CPU by way of an amplifying circuit, a filter circuit having a variable passing frequency band, an amplifying circuit, a waveform shaping circuit to count a number of steps. In a walking state, when a voltage comparing circuit determines that a signal level of a detecting signal S 2 is equal to or higher than a predetermined level and a detecting signal S 2 from the filter circuit set to a band for running is at a period within a predetermined range, CPU determines that a moving motion is changed from walking to running, maintains a state in which a frequency switching circuit sets a passing frequency band of the filter circuit to a band for running, sets to maintain the amplifying circuit by a gain for running and calculates a number of steps based on a detecting signal S 1 passing the filter circuit.
