PROBLEM TO BE SOLVED: To provide a method for easily manufacturing a heat roller which achieves shortening of warm-up time and power saving in the fixing device of an image forming apparatus. SOLUTION: The heat roller includes a cylindrical base body 31, a film type heater 33, and a releasing layer 37 having high releasing property to toner. The film type heater 33 includes a heat resistant insulating layer, a heating element formed on one side surface of the heat resistant insulating layer in pattern shape and generating heat by application of voltage, and a heat transfer layer formed in a surface state on the opposite side surface of the heat resistant insulating layer. The film type heater 33 is interposed between the base body 31 and the releasing layer 37, and also the base body 31, the heating element, the heat resistant insulating layer, the heat transfer layer and the releasing layer 37 are layered in this order outward in a radial direction. The heat roller is manufactured by a method in which the releasing layer 37 is arranged along the mold surface of a metallic mold device 41 and the film type heater 33 is arranged inside the releasing layer, and then melt resin is injected inside and solidified.
