PROBLEM TO BE SOLVED: To provide a development roller which improves fogs and development stripes at the time of durable printing, and also to provide a development device using such a development roller and an image-forming device. SOLUTION: The development roller has an elastic layer 2 on the outer periphery of its axial core 1, and a surface layer 3 containing a resin and resin particles, on the outer periphery of the elastic layer. In addition, the surface layer 3 has uneven parts derived from the resin particles, and its surface has roughness whose roughness curve has skewness Rsk of at least 0.15 and at most 0.70, and the resin particles have a peak P1 at a particle size of d1 in volume particle size distribution. A specific relation among d1, d2, d3, a, b and c is satisfied, wherein a represents volume ratio of particles of d1 in particle size to the whole resin particle, and b and c each represent volume ratios of resin particles of d2 and d3 in particle size, which are both larger than the d1, to the whole resin particle, respectively.
