PROBLEM TO BE SOLVED: To provide a tin-plated steel sheet having a phosphate-based chemical conversion coating film thereon which can inhibit the degradation of the performance caused by the growth of a tin oxide film on the surface layer, in place of a conventional chromate film. SOLUTION: This manufacturing method comprises the steps of: forming a plated layer containing tin on one side of a steel sheet; cathodically electrolyzing the plated surface of the steel sheet in a chemical conversion treatment liquid which has a pH of 1.0 to 4.0 and contains Sn ions of 0.1 to 3 g/L, SO<SB>4</SB><SP>2-</SP>ions of 0.1 to 4 g/L, PO<SB>4</SB><SP>3-</SP>ions of 2 to 20 g/L and an oxidizing agent; and heating the steel sheet to 60 to 200°C. The method can manufacture the tin-plated steel sheet having superior appearance, adhesiveness to paint and corrosion resistance, without generating chlorine. COPYRIGHT: (C)2008,JPO&INPIT
