PROBLEM TO BE SOLVED: To obtain a subscriber side apparatus for detecting a standby state and controlling power consumption in a functional block unit. SOLUTION: The subscriber side apparatus includes a standby information collection determining part 25 for determining at least one of presence of an input of an optical signal to an optical transceiver 21, whether or not a logical link is established by PON LSI 22 or presence of connection between PHY 23 and TE 3. A PON LSI power consumption saving control part 26 controls the power consumption of the PON LSI 22 and also a PHY power consumption saving control part 27 controls the power consumption of the PHY 23, on the basis of the determination result of a determination processing part.
