PROBLEM TO BE SOLVED: To provide a communication controller capable of surely and immediately detecting that a communication terminal device has returned to a communication zone and causing a transmitted signal to surely reach a transmission destination even if it is applied to a multi-bearer system. SOLUTION: The communication controller controls the communication of a communication terminal device 105 capable of performing communication using a plurality of communication bearers. The communication controller is provided with a communication control section 201 for determining whether or not the communication terminal device 105 exists in a zone in each of communication bearers; an incoming/outgoing corresponding information management section 202 for storing the number of the communication terminal device in each communication bearer of the communication terminal device 105 and the number of the communication terminal device 106 which has been transmitted so that they are correlated when transmission has been performed even if the communication terminal device 105 does not exist in the zone in any communication bearer; and a database 203. Further, when the communication terminal device 105 returns to one of the communication bearers, the communication controller 201 notifies the communication terminal device 106 that the communication terminal device 105 exists in the zone.
