An elevator and a building are provided to reduce a moving distance to the elevator in a floor and smoothly move between the floors. A building includes an elevator(1). The elevator has a capsule basket(4), a long cylindrical tube(3), a rope(13), a pulley(15), and a weight tube(18). The long cylindrical tube forms an elevating passage of the capsule basket. The rope connects the capsule basket with a weight(17). The pulley drives the rope up and down. The weight is inserted in the weight tube and moves up and down in the weight tube. The long cylindrical tube passes through rooms(10) of upper and lower floors. The weight tube is spaced apart from the long cylindrical tube to allow the weight to move up and down therein.
